Win 7 Encryption Decryption problem

My issue is windows is locking up in when I try accessing my backup which had encrypted files on it. I have the certificate and have loaded it in but I keep getting the error that I do not have administrative privileges. I tried the ui mod Take Ownership and have logged in under Administrator but am still having issues. Any ideas?
 
What version of windows are you running? If you've successfully taken full ownership of the drive, you'll still need to open the Advanced Security Settings dialog and add Administrator with Full Control permissions of "This folder, subfolders and files".
