Win 7 - Desktop Icons Don't Load

So couple of days ago, I booted into Win 7 x64 Pro and the icons on the desktop would not show just the wallpaper, with the taskbar, and the desktop gadgets. I rebooted and still same thing. I did system restore to the previous day and it worked everything is back to normal. Then next day same thing happens again.

So after this, I figured I would do a clean re-install of Win 7. I did, and now 1 day again I load up and there are no icons on the desktop. If you go to my computer from the taskbar and go to the desktop folder, you can see all of the folders on the desktop that should be there. However, the desktop is empty.

Any ideas?
