win 7 boot twice to start

I've seen the same behavior on a dual boot Win7 WinXP system where two partitions got marked as active. It did the exact same thing - one boot menu would always come up first, but occasionally a second and clearly different boot menu would show itself. Windows isn't well suited to having two active partions.

Wow! You guys are way over my head and i appreciate all the responses. Forgive me if im a little lost but i feel obligated to respond with my solution.
I installed win7 couple months ago (build 7100rc). Everything was fine for about a month. Then problem started. In reading your responses i realized i had a twisted install which included bios settings and cable settings. Once i straightened all these issues out i tried a fresh install to no avail with just the velociraptor. I then got out an old 74 raptor and everything took off perfectly including the 1tbyt storage hd added after os install. A new rma velociraptor is on its way.
I have to tell you in reading some of your responses gave me a good hearted stomach laugh this morning. your interaction with each other at this level is entertaining to a geek wannabee like me.
