Win 64 Internet Problem

I guess this'll be a n00b question, but I'm migrating to a 64 bit system with XP 64 pro. I'm getting very slow internet response compared to the P4 2.8MHz machine its replacing (tested on-line at the same time). Internet speed check says 9Mps download (!!!!).

Slow on IE 32-bit, IE 64-bit, and Firefox. For example, when downloading Anandtech pages, download seems OK by does not complete for a long time. Firefox tab sits there with the clock spimnning.

Any ideas and suggestions would be appreciated.
