win 2k shutdown

I have a win2k box that I just formated and installed windows. The problem that I am having is that when I click Start-> Shutdown it will close out of windows but not turn off my pc it just displays the usual message "it is now safe to turn off your pc" It used to just turn off, How do I fix that?

If your motherboard is not an ATX style or if your
motherboard does not support ACPI, you will not
have that as a option.

If it is a ATX motherboard, chances are you do not
have the HAL (Hardware Abstraction Layer) installed.

You can check by going to:

Right-click "My Computer"
Properties
Hardware \ Device Manager

click the + next to "Computer", check to see if it is a "STANDARD PC" or
"Advanced Configuration and Power Interface (ACPI) PC"
