Win 2k server will not shutdown

I just installed Win 2k Server, but can't get it to shut down right. When I push power or select shutdown it will write Shutting down, but then I get a blank screen and nothing else happens.
Funny enough if I open the CD drive or remove a disk from the diskdrive it will shut down.

System:

Windows 2000 Server
Tyan Tiger 133, Bios ver 1,05 (Latest)
2 x PIII800EB
512 MB RAM
Netgear Ethernet Network Card FA311
Kaser S64-4 PCI Graphics
Advansys Ultra2 SCSI Controller
1 x SCSI WDE 9,1 GB
1 x SCSI WDE 18 GB

I have checked the previous answers, but my problem doesn't relate.

I did some more troubleshooting and found out that it was my displaydriver that is causing the problem. When I use the newest win 2k drivers I have the problem, but if I use NT 4.0 drivers I don't have the problem. Unfortunately I can only run 800x600 and 16 colors with the NT drivers 😱(
