Win 2K can't format new HD

This is weird. I just picked up a new Quantum LM 15G hard drive from Buy.com and when I boot from my CD it will partition it and then format. After it formats I get a message that the disk can't be formatted and it may be defective. I then was able to format and use it in Win 98 without a problem. Any ideas?
 
What I have done in the past is to put the raw drive in the system as primary and boot from my Win 2K Cd. This finds the unformatted disk and then proceeds to let me partition and format it. However, this time it wouldn't. I updated the BIOS, ect. and still no luck. I pulled the drive and did exactly the process I mentioned on another system without a problem. I didn't want to do it this way since the systems are not the same. So what I ended up doing is to re-install after the inital setup on the other system. Everything works fine, just a major pain.
The system that would not install is a Tyan Tiger 100 with dual proc. bios BX32200b dated 4-11-00.
The system that would install is an Abit BH6 v1.
Any ideas why it failed for future ref?
