Win 2k and safe mode security

I've done a search and can't find anything here or on MS site... I know its got to be there but anyway...

I'm dealing with all these security options in Win 2k but it seems that all you have to do to bypass all of it is boot into safe mode. If I boot into safe mode it doesn't ask for any passwords and gives admin priveliges. There has to be a way to control this. Can one of you experts buy me a clue?

Weird, because it requires me to log on with a password when I boot into safe mode. I don't know what to tell you.

Dumb question, but do you have a blank password on the local administrator account?

No, not a dumb question given that I'm really new with 2k. But no, I have admin password protected. I do have a power user account though that is not password protected and it is set for default autologin. Ah... maybe this is the problem.

Should group security preferences be in force in safe mode?
