All you have to do is either repair the install from the cd, or run "system file checker"

I had the same problem when I was dual booting win98se and win2k on the same partition, you dont want to do that, it is a pain.

If your cd drive and motherboard support it, boot to the cd and run the setup for win2k, when it asks, let it repair your installation, I think it goes like this, you will get a menu with choices to install or repair win2k, choose repair, then it will ask if if you have a repair disk or not, say no (unless you do) then it will ask if you want to specify the install to repair or if you want it to locate it for you, let it find your win2k, then it will ask if you want to use the recovery console or something like fast repair (dont remember exactly) let it do its thing and reboot and your win2k outlook express should be fine, but it wont work in win98 now, so if you are dual booting on the same partition you are out of luck.

Try running the system file checker first, dont let it fix anything but the msoe file, one of these two things fixed it for me but it has been a while so I dont remember exactly which 😕

I just searched for msoe on my hard drive and noticed that when I installed service pack one it backed up the old msoe file, so it must have updated it with a new one when sp1 was installed, either install or re-install sp1 and you should be good to go.
