win 2000 cd-r behavior

This isn't so much a problem as it is an inconvenience. When I boot up my computer and log into Win 2000 my CD-R a teac cdr56s doesn't appear right away in my computer. However it does appear after 30 seconds or so. My plextor 40 wide appears immediately though. Does anyone know what causes this? Thanks for the help. If it helps both devices are connected to a 2940u2w controller.
 
ah, now I see it.

I don't use SCSI myself, so the best 'solution' I can come up with is pretty lame: how about reinstalling the drivers of the SCSI controller card?
