Yes it is uncertain yet, but given that MS is legally obligated now to allow retail licenses to move after giving you the upgrade, well, it'll have to work out somehow. I'm still betting that they are not expecting anyone to move anything yet, so they have some time to iron that out. Simply giving you a key "could" risk abuse (i.e. load it on one system while having the upgraded from OS version loaded on another system), obviously locking to the device like they do for OEM upgrades is a no go...

They do need to clarify that part badly. Especially since some people are taking the uncertainty of how it works and jumping to rash conclusions.

This should have been one of those "little" details that was all worked out before they started pushing the upgrade for all their worth.

ps: I have reverted to Windows 8.1 Pro and now have an insider install on another hard drive as well as another computer. I'm about to switch that insider hard drive in my machine to Windows 10 Home and see if it will now take the bios key. The only problem I can see is that it has never had the Home version on it before - but we shall see.

PS to my ps: ;) didn't work, would not activate or accept my 8.1 Core key. No real surprise as I had not upgraded an installed 8.1 Core to Win10 Home before.
