Start Task Manager, go to the Startup tab. Right-click on the column header right above the menu as follows and make sure "Startup type" and "Command line" are checked as follows:
This will expand the Startup tab to add the "Startup type" and "Command line" fields. The "Command line" field should contain the path to the program at issue. If there is no "Program" file in the indicated folder, it is probably an orphaned startup entry.
In any event, if an IT department is responsible for your machine, I wouldn't recommend trying to fix it yourself but rather that you take it to them. It may represent something that is supposed to be installed but which did not install properly on your machine.
