Win 10 hangs for approx 1 sec every several secs

Hey all,

I've got an issue that is occurring in my Windows 10 installation; every several seconds the system hangs (video hangs, mouse cursor won't move, audio doesnt interrupt). This is most noticeable when I'm trying to play a game, but I have had it happen when using Firefox. It is not happening every moment I use the computer, but happens frequently enough to be annoying. A system restart will usually help for a little bit, but not always (never seems to help with Path of Exile, other games have more success). I have had this issue in Win 10 for quite some time (can't remember when it started, but I don't remember having the issue in when running Win 7 two years ago), but it's just getting really damn frustrating. Nothing appears to be happening in the Windows Task Manager, it doesnt even show the hang. It almost acts like a lag, as the system will render the missed frames very quickly on coming out of hang. FPS monitoring programs, whether in-game monitoring or using EVGA Precision X, do not show a dip in FPS. Also been noticing a lot of screen tearing, not sure if its related. Task manager does not show a drop in performance when system hangs (or a spike in CPU usage). Troubleshooting steps I have taken to no avail:
  1. Disable non-system startup items and services, including antivirus and nvidia overlay/app, in MSConfig.
  2. Update all drivers, even downloaded a program called Driver Booster to be sure that they are all current.
  3. Format C: and reinstalled windows 10.
  4. Move my logitech unified wireless receiver from the back of my computer tower to the front, away from any USB 3 ports (front is usb 2). I've tried using it in a USB 3 port as well, only other USB devices are headset and keyboard.
  5. Ran LatencyMon to see if it would show a driver causing the issue, didn't find anything to help determine the issue. Closest I got was my nvidia driver and directx rarely taking about 300uS of time, but not consistently.
  6. Tested in different browsers and games, happens most frequently in Path of Exile but does also happen in other games like Overwatch and happens occasionally in Firefox, Edge, and Chrome. Have seen it occur just on Windows desktop with no active foreground programs.
  7. Switch PCI-E ports for SSD and vid card.
  8. Switch AV programs to BitDefender when I reinstalled Windows 10, as it's supposed to use less resources (was using Avast previously)
  9. Lower all graphics settings in games (consistently 75fps in most games).
  10. Power cycle modem/router combo, as well as change ethernet port. No wireless adaptor installed, I only use wired.
  11. Ensured all available updates for Win 10 are installed.
  12. Tried changing games from Fullscreen to Fullscreen Windowed.
  13. Change vsync from disabled to adaptive (I have a FreeSync monitor)
My system specs are as follows:
  • Core i5 4460 (not overclocked, but does run boost mode)
  • 12gb DDR3 1866
  • Geforce GTX 1080 Ti - Same issue was occuring on GTX 770 before upgrading.
  • Intel 750 SSD 800gb
  • Using onboard Intel gigabit network adaptor (I218-V) connected directly modem/router combo from Cox (Cisco DPC 3825). Driver for NIC is 22.10.3.0, I had read someone else trying v18.5 and that solving the problem, however that driver is fairly old now. NIC is set to 1gbps full duplex and Interrupt Moderation is enabled.
  • Kave XTD USB headset for sound.
  • Dual monitor setup, no display spanning enabled in Nvidia control panel.
I'm not sure what to try next in resolving this issue and am at wit's end! Any help would be super appreciated.

I had this happening on a PC doing pretty much the same thing. Tried everything like you to narrow it down and it turned out to be a corrupt motherboard bios. I reflashed the bios (with the same newest version) and it stopped hanging up.

Strange but hey it worked.

Many years ago a PC at work was doing this and it was caused by a CD drive. It would hang the system every time Windows polled it to see if there was a disc inserted. It's been so long I can't remember whether the problem was the drive itself or the co-worker leaving a disc in the drive that couldn't be read properly.

If nothing else works you might try disconnecting the SATA cable to the DVD drive. Also unplug any USB storage devices.

I would take out the 2 2gb sticks or whatever, and run 2 sticks at 1600.

I had a similar issue with my PC after a Windows 10 update, and after looking at my resource monitor a few weeks back, I noticed my PC had almost non-stop hard faults, even though I had memory that was free. I fixed it by going into advanced system settings (right click on PC icon on desktop), then advanced system settings, click settings under performance, and manually set your page file to a fixed amount (I just set it to the recommended size that Windows gave, and restarted my PC. My mouse becoming sluggish/freezing finally went away, which happened when browsing the internet or gaming, but it was always at random times.

After leaving it like that for a few weeks, I went back and changed it back to system managed page file size, and the issue never returned. So it must have just been a bug from one of the updates on certain machines (I have a NVMe drive as well). It never appeared on my systems that used a SSD for the operating system (2 laptops, and 2 desktops).

OK, so I tried the above suggestions and still getting the hangs, though I only noticed it in online games in testing thus far. Haven't noticed it on the desktop without anything open or in firefox. Any other ideas? Could it be that my cable modem or nic needs replaced?

Since it happens while using the tcp/ip stack I'd try clearing it out and resetting it. Take a look in event viewer and see if there are recurring errors involving the tcp/ip stack or anything else and address it.
