Win 10 free upgrade from Win7 stuck at 99%

About to tear my hair out. This is my 4th attempt to upgrade and I can't get past 99% of the installation process, whether I wait over night or not, it's still stuck there.

The Laptop is an older Dell 1737, Studio 17. I'm running the update as administrator.

I wish I could actually download the full iso and create an installation USB drive, but when I go to the MS upgrade site, it doesn't give me that option. I suspect I could use my Win7 key to validate it, no?

Any ideas?

I had a similar problem going from Win7 to Win10.
Solving it involved: completely uninstalling any image capture devices from Device Manager. In my situation, it was a flatbed scanner and a web camera; both connected via USB. Both needed to be completely uninstalled and disconnected.
In order to create a USB thumb drive, try using these 2 free softwares:

For a laptop web camera: not sure how to get past the inability to unplug the camera.

You know what...I'm seriously asking myself what am I actually doing here? I can and probably should just go by a new machine, rather than mess with this thing. It can keep running Win7. I can't do a clean install from where I'm at because I don't have a complete iso. The MS site is managing it, from the download to the installation. If there were a "legal" mirror where I could get the iso without breaking any rules I would do it.

Uhh, unless things have changed in the last few days, just use the MS Win10 "Media Creation Tool" to download ISOs, or put the install image on a USB drive.

Well, silly me, missed the media creation tool. Got it now, but it doesn't matter. Right after you posted, after 4 hours of sitting at 99%, Windows has now begun to install. Still making a USB copy though. Thanks! :)

The media creation tool has worked for me every time that WU failed to install correctly. I had to use it to install 10 on my tablet when upgrading from 8.1 and I used it to clean install 10 on the same tablet just a few weeks ago and it went very smoothly. When Redstone is released I'm going to make a 32 and a 64 bit thumb drive with it just in case I need to clean install it later on.
