Win 10 automatic repair loop after update

Friends PC is looping after the latest update to Windows 10.

We've tried "go back to a previous version" but it said that wasn't available.

We've tried a windows reinstall through the troubleshooter itself, which got him into windows briefly, and then it restarted and looped again.

PS/2 Keyboard appears inactive in troubleshoot menus.

Please help.

PC is i7 2600k, Radeon 5770 Hawk, Windows 10 Home 64bit

He can get here, but the keyboard doesn't respond.

No not yet, so if he burns an official iso to a USB and boots from it, what does he need to do? I've only ever done that to fully reinstall windows?

It will also give an option for repair since it will see the existing installation.
