Win 10: Anyone know where this setting is buried?

On all my Win 10 machines except for 1 when programs are running the icon in the taskbar has an colored underline indicating that it is running. On the one that doesn't I can't find the setting anywhere and google only gives me lots of people that hate the underline and no info on where to turn it on/off.

That can't be turned on or off.

On the PC that you can't see it on...maybe the desktop image and the color you have selected in the Personalization settings are so similar it just appears to be hidden.

I guess I'll mess with that a bit when I get home today. This is a machine that was upgraded from 7 and it carried forward the theme that I had set so maybe setting to one of the Win 10 themes will fix it.
