Will WIndows 8.1 bring desktop enhancment and security ?

Is this 8.1 only a Metro thing,

or will 8.1 fix the many explorer bugs,,, boot up bug,, takes me 2min to boot up,,.....used to be 25 seconds.

Is this going to do anything to our windoz8.1 desktop ,,,security etc.
