Question Will Windows 11 Education Pro be activated if I had Windows 10 Education?

Hi, first post on this forum .... Yeah!!!!

As per title .... I had Windows 10 Edu previously installed, fully activated and all. I formatted and installed Windows 11 Edu Pro on same machine (no hardware changes). It doesn't want to activate. I haven't done any major updating yet ... data is limited. I first want to know if I shouldn't maybe format again and stick with Windows 11 Edu.
 
I don't think that it ever worked that way. First you needed to install the new OS as an in-place upgrade, then re-format fresh and it would pick up the activation.
