i'd say we'll be able to manipulate it one day, not sure about 100% control.

Of course we can control the weather. All you have to do is plan an outdoor party, invite lots of people, and VOOM! Guaranteed rain.

You can encourage it to rain by putting condensation particles into clouds, but beyond that we don't really know how to do much. If we actually figured out how to manipulate it in a big way though, we'd probably just fuck things up royally.

That logic doesn't really work.

If you had a farm and you let seeds get planted naturally, there's no way you could predict what would grow there with 100% accuracy. Some seeds would blow in from the wind, some would be planted from bird droppings, some small ones may be transported by insects, it would be fairly random.

However, it is easily controlled. You till the land and manually plant what you want to grow. You're controlling the crop even though you wouldn't have been able to predict with 100% accuracy what would grow there naturally.

Well I would guess prediction would have to come a little bit before control. Then we would most likely have to find a near limitless supply of energy. I've got my money on 99% percent control around 2250.

It is possible to control the weather if we can control the sun, however controlling the sun is impossible.

You can't always predict what something is going to do, but you sure can control it. I can't predict what you're going to do today, but if I put you in a jail cell I sure could control you.

I don't know what an individual horse is going to do today but if I put a saddle on it (or threw it in a horse trailer) I could control it.

In other words, if you let an unknown or unpredictable system/entity operate on its own accord you may lack the understanding necessary to predict its actions. However, as long as you possess the capability to manipulate it you can control it.

I think this is part of the definition of Type I Civilization so I imagine that yes eventually we will be able to control weather unless we kill ourselves first (or an asteroid gets us). Right now we are about a Type 0.7 Civilization so we have a few hundred years to go probably before that becomes reality.
