Using a wifi smart plug on a pc monitor, i was wondering if this will damage the monitor at all since turning it off is basically like unplugging the monitor while it's still turned on , it can damage the display electronics?

what mean UL?
for create a scene with a switch that turn off the monitor and turn on via ir my tv and viceversa
Err whare are you located? UL stands for Underwriter Lab, they test electrical stuff to make sure they are safe.

Does your monitor even turn on when power is restored without you physically turning the monitor on manually?

i would only do it depending on if your monitor is on a power brick and not internal psu.
Meaning it has DC brick adapter, and not just a simple plug.

This way if you do short your adapter, you can just buy a replacement.
