Not true. He can play low limit games. My friend started with $50 and after 6 months of maybe playing a few games a week he ended with $1100. Now I know this rarely happens, but $50 is not much to risk.

The problem is Party limits don't go low enough to make $50 a particularly viable starting amount.

With only $50 to play with I'd be playing $0.05/0.10 somewhere - Not limits 10x that at Party (their lowest limit is $0.50/1.00).

Credit/debit cards are declined at PartyPoker.
I do have money sitting in a PayPal account though.

I would recommend starting out at Stars or Paradise with $50, not Party.

And credit/debit cards are declined most everywhere, you can thank Visa & Mastercard for that. You pretty much have to use Neteller or similar.
