There's no useful information on that web page, but model number search shows it's most likely from Europe.

Unless you live in a 1900MHz refarmed area for "4G", you're gonna be on EDGE. Only way to get 4G on T-Mobile US with a One Mini is to live in an LTE area and get an unlocked AT&T version
