Are you serious? It was the duty of the congress to declare war. Congress shrugged of their duty and gave it to the president. They voted to give the president the authority to go to war therefor the congress bares every bit as much responsibility for this war as the white house. All that garbage the democrats are pushing about this being Bushes war is bullshit. They all bare responsibility for this mistaken disaster and that includes Hillary Clinton.
