Will this case & psu handle an a64 2800 and..

eh, the 12v rail has very few amps. It may be ok, but I'm sure you will be stressing it very much and using every last bit of juice it has. I would strongly recommend buying a decent psu separately.
 
It's an ATX case flipped over, it would function with all those parts yes.

Coolermaster has a high regarded PSU, so it should be able to handle those specs. If you decide to put a 68xx series Geforce or an ATI x8xx video card in it however, you might need to make an upgrade to at least a 400+ watt PSU. An ATI 9800 you might be able to get away with.
