Will this 350watt 80 plus psu handle my gpu?

Technically, it has enough power. But it's a HEC. So that's a no, HEC is not generally good quality.

Buy a Corsair CS450M $27 after rebate and promo (if you're in the US that is). Solid unit all around with high efficiency to boot. The only downside with this unit is it uses second tier capacitors, but that's not really an issue when you have it covered by 5 year warranty.
 
The seller whom i got this pc from is giving me corsair cx psu 500watt for $20.

So i will get that. That psu you posted looks preety good but rebate sucks
