Looks like it says 18A on the PSU in the picture for the 12V+ rating. Kinda blurry in the pic, but it definitely doesn't say 20A. As far as it being "PCI Express compliant", I'm not sure what that means. I guess they mean:
Two available hard disk drive power dongles (smaller floppy disk drive connector is not sufficient)
-or-
A PCI Express supplementary power connector
Honestly, that PSU might be a bit weak.

and your power supply
has two sets of wires that each has two four-pin molex connectors and a floppy connector for a total of four four-pin molex and two floppy connectors.
...you might start to run out of connectors depending on what other components you have. The PCI Express adaptor that will come with your card will take two of those four pin molex connecters, leaving you with only two. So, even if you have the juice to push the card reliably, this could also be an issue.
