Going to re-register my sons car that laid up for a couple years.

Want to pass emissions (new battery 6 months ago):

Read Codes
Stored Codes
*** No stored codes ***
Pending Codes
*** No pending codes ***
I/M readiness
MIL status - off
Misfire mon - ok
fuel system mon - ok
Comp. component - INC
Catalyst mon - INC
Mtd catalyst - N/A
Evap system mon - ok
Sec a/c system N/A
A/C refrig mon - N/A
Oxgen sense mon - ok
oxgen sens heater - ok
EGR system - N/A

Is this this a pass, failure, or not enough data?

Depends on your states emission test requirements. You have 2 Monitors that are incomplete, including 1 for the catalytic converter. Now this could be simply that someone recently cleared the codes and the readiness monitors have not yet reset. Usually a drive of about 30 miles or what is known as a "drive cycle" (each manufacturer has their own ste of things to do) will reset the monitors. Also be sure the car is fully warmed up before the test.
