I find a public roadmap of Intel on its website today, based on which sounds like Intel is going to skip the launching of Sandy Bridge-EX to IVY Bridge-EX, will that be true? Why do they do that?

Westmere EX launched mid 2011. And the platform has a ~1.5 year cycle. Sandy Bridge version in 2013 will be pretty late, so they have Ivy Bridge instead.

AFAIK it was known a long time ago that they will skip Sandy Bridge-EX but note that Sandy Bridge-EP can be scaled up to 4-socket systems [1] and so it will fill a portion of the market occupied typically by EX parts
