Just by one of those CD mailers with the cardboard insert, they're like 99 cents at the local branch.

That comment was referring to your suggestion of using extra postage, that's a giant red flag for postal workers that they should look in the envelope.
As far as the mailer I suggested, it's bubble wrapped and has a cardbord insert and wouldn't get flattened or damaged during delivery.

Think about it... if you are mailing someone a bomb or anthrax or something biological.. don't you want to make sure it gets there? Extra postage is always a red flag that someone doesn't understand the postal service and it's fees.
