Will the Alpha CPU Cooling system work with my MSI Motherboard?

I have the K7t266 Pro Raid board and am interested in getting the Alpha Cpu cooler, but it says it draws a lot of power. It needs 4 watts of power and my motherboard outputs 12 volts of power. Does this even out...in other words will this fan run on my mobo? Also, does anyone know what speeds this fan supports up to. I have a 1.4 ghz athlon.
