will SBC DSL's upcoming higher upstream speeds affect ISPs that use their lines?

I have dsl from an isp that uses SBC's lines. basically, sbc provides the actual dsl connection and then they route my traffic to my isp to get to the internet.
I heard recently on this forum about SBC raising the upstream on their basic dsl packages to 256k. does this mean that my I'll get 256k too?

also, I looked at the sbc website and right now they have their Basic 128k-up package and then an "advanced" package that gives you 256k up. what's going to happen to the advanced package when they raise Basic to 256k-up?
