The 8kta3 has plenty of room on the sides of the socket because the socket is rotated 90 degrees. So, yes, a PEP66 should fit. There is a newer version called PEP66t (I think) and it is designed to fit Socket A mobos.
Some retailers call the newer version of the PEP66 "PEP66 version 2." Anyway, the difference is that the PEP66 allows the fan to be mounted on the top as well as the ides. (The reason why the original PEP66 wouldn't fit on Socket mobos was because it was designed to be fitted onto slotkets)
