Will not install drivers for my Sapphire 1950xt

Greetings,

I went to Sapphire Troubleshooting site

I followed the directions listed which were:

Remove old ATI drivers with CATUninstaller ( from ATIs website) ( Cancel any reboot message )
Run a util called Driver Cleaner ( cancel any reboot message )
Run a Registry Cleaning util ( cancel any reboot message )
Reboot to SAFE MODE
Delete any ATI related folder/files/.inf files that may still be present, and run Driver Cleaner and Reg Cleaner utils again to make sure that the system is purged of any leftover files etc.

BOOT PC

Cancel the New Hardware Found Wizards til they all stop and then Windows will report a problem with your new hardware. You're now in Standard VGA Mode ( with Windows using its generic VGA drivers ).
Run the ATI Cats

OR

Omega driver's setup with options as below :-

Choose FastWrites = OFF
Choose Normal ( non-modded ) drivers
Choose Yes/No for ATI TRAY TOOLS
Choose yes/no for the resolution tweak proggy
Let the installer do it's job
Reboot


I performed it three times then noticed that the INF files were still in the directory so I deleted those. I then came into windows and hit cancel 2x for installing the Video Controller. They are now in OTHER DEVICES. However in device status when Video controller, and Video Controller ( VGA compatabile) are clicked they say:
This device is not configured correctly. (Code 1)

To reinstall the drivers for this device, click Reinstall Driver.
The programs I am using to clean the PC are:

ATICIMUN from GURU 3d ( Ati CAtalyst remover)
Then I am using DriverCleanPro From Guru 3d
Then I am using Registry cleaner

To no avail this still did not work so....
I went to Display ---> Adapter---> And when I clicked adapter type its listed as "VGASave"
Then display name as VGA Display controller. However no name is listed for the adapter type. So I am not sure if I am using the " VGA Standard adapter"

What am I supposed to do?

For the Dir's I am just searching in Program files. This should not be a 4hr process and I am an IT guy. What in gods name am I messing up with?

Why cant I install these fricken drivers?? I was using an ATI X800xl before this and thats not working. I just tried installing the Omega drivers and those are not working either.

The new error I get when trying to install is:

Now when I go to install the driver it says, "
INF ERROR
Video Driver not found

Then the next box says the same old,
" Setup was unable to complete the installation
Try to setup your display adapter with a standard VGA driver before running setup"

Have you tried "forcing" the drivers?

By that, I mean going to controlpanel and updating the driver.
Do not allow Windows to search for the diver but instead navigating to the correct area of the CD.

There are two pieces that pop up for the driver, I was not sure which one I should put towards what. I did try this but it would not successfully install. When I download the catalyst drivers, it puts it in the C:\ATI Directory, from here I was not sure which .inf I should put towards which driver

If you force the drivers from the CD, there should be a X:\drivers\winxp directory.
If you navigate to it, does the driver update recognize the .inf as a valid driver?
