As long as you have one rail @ at least 17A on the +12v you'll be ok, unless you have more than one HDD then you may need 18A-22A (at least).

If you open the computer case, you'll find a sticker on the PSU. The table on the sticker will tell you how many amps your +12V rails put out. If there are multiple rails, each will usually be labeled +12V1, +12V2, etc.

The second 12V rail value you listed is usually a value for the negative 12V rail (i.e. -12V, not the 12V). As for that power supply on ebay, go get Seasonic S12, Enermax Liberty, Mushkin, or OCZ power supply. I really mean that. You will most likely not have a warranty for that ebay item as you are not the original buyer. The power supplies I listed come up for deals from time to time in the "Hot Deals" forums. In fact I think a Mushkin is on sale now for $79 USA dollars (100 AUD). Yes, it is more then twice what that ebay item is going for, but it is also well more then twice the power supply, and comes with a 5 year warranty.
