Ok, this happens to be my first computer build, but im not here to know whats wrong with an item or your personal opinion of an item just whether or not it will work.
1. What YOUR PC will be used for. That means what types of tasks you'll be performing.
Gaming/Multimedia/SchoolWork
2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread
750$
3. What country YOU will be buying YOUR parts from.
USA
4. IF YOU have a brand preference. That means, are you an Intel-Fanboy, AMD-Fanboy, ATI-Fanboy, nVidia-Fanboy, Seagate-Fanboy, WD-Fanboy, etc.
Intel
5. If YOU intend on using any of YOUR current parts, and if so, what those parts are.
ATI Radeon HD 4600
6. IF YOU have searched and/or read similar threads.

7. IF YOU plan on overclocking or run the system at default speeds.
Plan on overclocking
8. What resolution YOU plan on gaming with.
1920x1080
9. WHEN do you plan to build it?
Christmas
10. Don't ask for a build configuration critique or rating if you are thin skinned.

When asking for build critique, please fill in the sticky thanks

I don't understand why you only want to know if it will work. Most things that "work" will not work optimally, and will not be an example of the best way to make things work. These things are mostly not a matter of personal opinion, but simple calculations of what you get for what you're paying, relative to what you could get.

EDIT: Given that this is your first build, you should definitely be open to any suggestions and comments regarding your proposed list of parts. Can you do that?

That 750w PSU is absolute overkill for a system with no graphics card and would still be overkill for anything less than a GTX580. Also I doub't you need 16gb of RAM but you need to do as lehtv suggests and fill in the sticky from the top of this forum to give us a clue what the machine will be used for and what youir budget is etc....

Ok so I've taken a look at your questions and build. Comments:

5. If YOU intend on using any of YOUR current parts, and if so, what those parts are.
ATI Radeon HD 4600
What kind of gaming? New games? A HD 4600 series card is pretty slow by today's standards. You should have at least a HD 6850 if you want to play new games on 1080p.

7. IF YOU plan on overclocking or run the system at default speeds.
Plan on overclocking
In that case, you should get a properly overclockable CPU. An i5-2300 has a locked multiplier which means that you can really only adjust the Turbo Boost. This seriously limits the CPU's overclockability. In general, you will want to buy a H61 or H67 chipset motherboard to go with a non-overclockable CPU like i5-2300, and if you get a Z68 motherboard, you will want to combine it with an unlocked i5-2500K.

Some comments regarding your choice of parts:
- Your PC doesn't need 750W of power, not to mention that you can get better units for that money
- As mentioned, either H61/H67 + i5-2300 (or i5-2400) or Z68 + i5-2500
- The CPU cooler is absolute rubbish. If you want to overclock, you'll want a tower cooler. If you don't want to overclock, you're fine with the cooler that comes with the CPU.
- You will only need 2x4GB of memory for your uses. Most of the time you will not even need that.
- The Samsung HDD is a bit over priced
- You will not need a fan monitor/controller, not to mention that I would recommend against an LCD panel fan controller - they are annoying to work with, knobs/sliders work much better.
- The case and DVD drive are good

This build would suit you much better:

PSU XFX 650W $50 AR
CPU i5-2500K $220
Mobo Asrock Z68 Pro3 $107
Case CM Storm Scout $60 AR
Cooler CM hyper 212+ $26
RAM G.Skill 2x4GB $30
HDD Hitachi 750GB $107 (much faster and bigger than the Seagate)
DVD LG DVD burner $17

Total = $617 after rebates

That leaves you just enough money for a new video card: e.g. XFX 6850 $130 AR. Or you can wait until 7000 series.

New build is a lot better, but I would ditch the wimpy cooler and Pro3 Gen3. PCIe Gen3 is not worth paying for because it won't be useful for 2-3 years. You should get the normal Pro3 that lehtv linked instead.

Yeah, that is a good board. Dual-GPU support to go with the XFX 650W.

What kind of gaming are we talking about? The GeForce GT440 probably isn't much of a gaming graphics card....

Other games tend to be more GPU intensive.

Yeah, a 6770 is a pretty low-end card all things considered. Drop the fan controller (this build does not need much cooling at all) and use the money to get something like a 6870.

IMHO, it's better to be fast than to just look fast.

I agree, the fan controller is really just cash wasted. Absolutely no point getting it. If you like the red paint on it, buy some red paint and paint your case red. :)

With three stock fans, the Cooler Master Storm Scout doesn't need extra cooling either.

You should really spend on a better video card instead.
