Will keeping a web browser open on the background /flag you for too much internet usage?

Situation:

Windows based PC,
Internet monitored by WEBSENSE,
Computer always on since we use EHR (Electronic Health Record)

Now I am on the EHR 8 hours a day since I have my work station set to not log off.
I usually have 2 Internet Explorer windows open usually CNN, and ATOT.
Now I will post occasionally (like now) and I will browse the CNN for news in between patients. But I certainly do not use the internet 8 hours a day.

Question:
Does keeping the browser open in the background trigger the internet usage? I always thought it was the clicking browsing ect that did so.

I will also sometimes have espn live scoreboard open when I am following a major golf tornament (master ect) but this is not to often.

I guess I will try closing the browser in between patients.

8 hours a day?????

Generally as long as the IE/Browser window is maximized it will count. If it is minimized it shouldnt.

I dont have any experience with Websense, but Surfcontrol flags a hit as counting for a set amount of time (defaulted to 3 minutes). Nothing more than that would be counted unless it was refreshing the page.
