I don't think so because you are adding another hop.

Typically proxied are slower than non-proxied connections in my experience.

You may be better off using another DNS server, but you are still dependent on how fast you can get out of ISPs network.

your serialization delay will decrease slightly with a larger Internet circuit, but nothing major...a few milliseconds.

essentially, you're at the mercy of your ISP. forcing traffic through an out-of-country proxy will only further increase your latency. if you wish to see how traffic is routed from your ISP, go to start > run > cmd > tracert x.x.x.x, with x.x.x.x being the IP address of an Internet server.

in short, you're shit out of luck.

What is Latency? 1

If your ISP is the cause of the slow pings, using a VPN or Proxy server will not improve your ping times since the connection still has to go through your ISP before it gets to the VPN/Proxy server. As joutlaw said, adding a VPN or Proxy is likely to increase your ping times.

However, I wouldn't expect dramatic improvements even with a faster connection or a different ISP in the same location. 80-100ms is actually pretty decent for ping times from the middle east to western Europe. As an example, Baghdad is roughly 2550 miles (4100 kilometers) from London. With a very fast connection, it takes 92 ms for a ping to travel from my home in Salt Lake City, UT to a server owned by the same ISP in New York City, New York (roughly 2000 miles) and to return back to me. That's all on the same ISP without having to worry about connections through other ISPs and other countries' telecom systems along the way as you do with your connections to western Europe.

If you are worried about ping times, you definitely do not want a Satellite connection. A GOOD satellite provider will get you ping times around 300-400ms. Some are much higher.
