In the US, at this point, the only thing you need to pay sales tax on is items that are being sold by a seller in the same state as the buyer. Otherwise, the IRS can whine all they want, but until they pass some of the new propsed laws, can't do a damned thing.
If a seller is charging you sales tax and the item is listed as being in another state, either:
A: he's full of sh*t.
or
B: they'll have a good verifiable response when you ask about it.
I have yet to see an out of state sale being done with tax, and I buy / sell a lot of stuff.
