will gma950 be able to handle full vista

I don't think the final requirements are out yet.

The truth is that no one will be able to assess the performance of individual video cards with Vista until something resembling the final version is available.
 
I know in another thread there's been talk of how even Geforce 6600GT's struggle with some Vista-test versions (which, if true, would suggest an intel GMA950 would really struggle), but as MrChad says, until Vista specs are finalised, nobody can say with any certainty.

From what I've heard it seems that you will require to have a descreet video card. So I don't think that you'd be able to use the full 'Aero' interface. Although with the eye candy disabled it should be perfectly fine.

If it's a desktop machine with PCI express slots then using GMA950 would be fine for now with XP and if you want full eye candy for your desktop then just upgrade your card later on. You'd be able to get a much better card then what you'd get for the same price now.
