As i know, directx8.0 has introduced many new features in which totally different from directx 7.0; will those diretx 7 based cards(geforce2 and radeon) still can run nicly on the dx8 title games?

all the dx7 based cards don't have the programable T&L and those nice render effects, and almost all the new games are developed on the dx8( which come out later december and next year).

i just want to now what would happen and is it worth to spend 200 to 300 for geforce2 or radeon right now as all the games after this year basing on dx8?

sorry but i don't have that much money to upgrade every single year

For $400 you will be able to get a GeForce3, want to get that out of the way first.

For this year and likely into next year you should be able to play 90%-95% of the games that come out with all, or nearly every effect on with good FPS at high resolution with either a GF2 or Radeon. There will likely be a few titles that give you a bit of trouble in either performance, or have features native to DX8 hardware that you can't run, but it is almost certain that you will be able to turn these features off and play the game quite well on your GF2 or Radeon.

The GeForce3 has a significantly longer life then the either of them however. With DX8 being the development platform for the X-Box we can expect ports coming over to the PC for a few years at least that will be designed to run on DX8 hardware(a variation of the GF3 in particular).

If you want to hold out for a couple of years before your next upgrade the GeForce3 at this point in time is definately your best bet. However, I think that a 64MB Radeon, GF2 Pro or Ultra would keep you quite happy also. If you don't mind running games without every single bell and whistle on(and you won't have to worry about that for some time) then you should be all set.
