Will Fans Spin Without CPU Installed

I am building on an ASUS H170 Pro Gaming board and have connected the PSU ATX power cables, front panel audio, system panel connectors and case fans to headers. I have NOT installed CPU or memory.

When I apply power to test before going further with the build, the standby power LED along with the board name and audio LEDs come on. The fans do not spin. Should they?
 
The last time I tried to switch on a PC without a CPU properly connected was in about 1998 with an Intel Slot 1 CPU. Fans spun then. I'd go for a nice safe bet of "it depends on the board".
 
Not sure why you would test with no memory or cpu. Obviously it will tell you nothing.

Even if the fans came on, you would still have no idea whether it would boot, or not.
