Will dual processors reduce load for server?

I have an HP DL380 server P3 1.4Ghz running Citrix/Windows 2000. There's an application on the server that a few users access at the same time, it's a constantly running program. From time to time the cpu usage reaches and stays at 100% slowing the server down to a crawl. In task manager, cpu usage looks like it's max'd out spread across all the applications. I have to ask one of the users to logout to free up resources.

I'm wondering if adding a second processor will balance the load OR will it simply perform calculations faster?
