Will component cables make that much of a difference with a PS2?

YES!

I was unsure of whether to spend the money or not for a while, but on a decent TV you should easily be able to see much greater clarity and a huge improvement in quality.

Not much over S-video, but a big jump over the standard composite cables. I would definitely pick up either component or s-video cables. Make sure to get ones that have the audio connectors integrated.
 
YES! even over S-VHS! (and this is with old CRT TV!)
