Will Clean Fill make a lot perc test passable?

I have been offered a free 1 acre lot in PA

But the lot fails the perc test

Taxes are about $250 a year
add assoc fees are $1000 a year

The is mostly level, but very rocky.
The person has owned the land for 20 years
and it was percable back then.

It is now failing. He said if I had a couple of
years and added clean fill. the lot would become
percable again.

Any info, help, or websites would be great help.

It would depend on why it fails I suppose. However, wiki says If land fails a perc test, it does not mean that a suitable septic system cannot be installed. If the perc test fails, a homeowner would need to consult an engineer who specializes in designing septic systems and septic drain fields. The engineer would be able to design a system whereby the surrounding soil would be made to be able to absorb the necessary amount of waste water.
 
perhaps not, if the DNR says its wetlands or something, you're screwed. I would check with the local drain commissioner or agency that grants septic permits to see if it is viable.
