SB/IB and Bulldozer/Piledriver based CPUs all have every level of their cache running at core CPU frequency.
Depends on the processor and how you overclock it. Core 2s, first-generation Core i5/i7s, and I think some AMD CPUs are multiplier-locked. So you have to OC the FSB, which changes the memory speed. In most cases, you can adjust the memory multiplier to keep it at a sane speed, though.I know probably the memory frequency will not change
