will better steppings of the nv30 core help to reduce heat and increase oc ability? or do you think it would take slight core modifications and rearrangements such as what amd did with the axp t-breds.???

i'm curious, cause i know gpus are not the same as cpus in terms of their architechture

Could happen i suppose, after a while, core refinements will allow cooler running. wont it.
As they will have ironed out any manufacturing problems and/or will have found cheaper ways to produce the VPU.

I'm sure they will. The GeForce 3 initially came out with the A3 stepping, which ran fairly hot and didn't have much overclocking potential. Soon afterwards, the A5 stepping was released, and the GF3 core was really able to show off the power of the .15um manufacturing process. I would think the same will happen with the NV30.
