Will a tv card work overseas?

Looking to get a laptop maybe with a tv tuner. Question is where in the world would the tuner work then?
Will it work in all NTSC regions?
Will it work in PAL regions like China?

Edit:I know PAL and NTSC just have different color encoding so they appear black and white on the other. However, that is irrelevant in the digital format (DVDs). So I suppose that the NTSC tv tuner cards aren't good enough in a PAL country but I'd love for someone to tell me I'm wrong.

No, it won't work. But most tv cards support NTSC and PAL.

Yea, it doesn't say on the HP site but googling turned up a spanish site that claims it does support NTSC, PAL and SECAM as well as a ebay listing.

If it doesn't support you could always buy a external one or a converter.

Chatted with an HP salesperson (first try, the salesperson's computer crashed and a 2nd person came in telling me that and to start over which was a bit annoying and hilarious) and it does, but thanks though. I've learned a bit more about tv standards now.
