Will a Mobo boot to BIOS at least with a bad CPU? or withouth a CPU?

I'm not sure what is causing the problem. My PC refuses to boot no matter what. Monitor stays blank....the mobo's built in speaker does not make any booting sounds to let me know it is booting up. I've tried everything short of swapping out the CPU. I can't even get to the BIOS and am wondering if thats because the CPU is bad or the mobo is bad.

Here are the specs:
DFI nf4 Ultra (non-sli)
AMD64 3200+ Winchester
2x512MB OCZ VX PC4400 (stock settings)
BFG 6800GT PCI-express
X-Mystique 7.1 sound card
Hauppauge PVR-250 MPEG Capture Card
2 x 250GB Maxtor HD's SATA
Antec TruControl 550Watt PSU
Samsung 16X DVD-ROM

I tried booting up one day and no go. Monitor would stay blank. Mobo did not make a booting sound with the built in speaker.

Here is what I tried:

Resetting CMOS --- no luck
Switched out vidcard --- no luck
Switched out memory with known working memory --- no go
Put memory in the other DIMMS --- no go
Put only 1 stick of known working memory and tried each Memory DIMM --- no go
Swithed out PSU --- no go

Then I disconnected everything. Only things connected were:

Mobo
PSU
CPU
Vid Card
1 stick of memory

and did all the things as stated above.... still NOT WORKING!


Fed up... I bought another mobo (exact one at a local FRY's) and vidcard and proceeded to connect only the basics again.

STILL NOT BOOTING!

I basically tried:
New mobo
New Vidcard
Different RAM
Both PSU's
No Hard Drives connected
No Floppy Disks
No additional PCI cards (sound card or capture card)
No Optical Drives

And the system will still not boot up.

The only thing I can see is the DEBUG LED's all light up. All four of them. Not sure what that means though.

THe only thing I have not tried to swap out is the CPU as I can not return a CPU after its been open. I don't care about buying another CPU, mobo or whatever... but its a waste of $$$ if the only problem is the CPU. However I need to make sure that is what is causing the problem since CPU's cannot be returned for a refund once they have been opened at Fry's IIRC.

Any other suggestions before I flip my lid!

It has to be the cpu if you have already replaced the motherboard. The power supply could be bad too even though its a nice Antec. What about trying to boot it while not installed in a case? There could be a short somewhere. Is it a retail or OEM chip and has it been used before or is this a new setup?

Yeah... I pulled the entire build out of the case. Its sitting on my dining room table on top of the mobo box. So no shorting out of any kind. Also, I tried 2 different PSU's... and Antec and a Coolermaster one. No dice... :confused:

Bad CPU.... went to Microcenter p/u'ed another CPU and dropped it in. Booted right up no problems. Happy now! :)
