Will a faster chipset improve my video card?

I have a V5 5500agp (I know it sucks) and an Abit Ka7 w/ RY BIOS. 256megs PC133 cas 2 ram, 7200 ATA66 HD, etc... I run Quake 3 at 1024x768 w/ 2xfsaa high texture detail, high geometry, and 16bit everything. Would a mobo with the Kt133 chipset or a DDR mobo improve my frame rate if the rate is limited by the video card? I am currently getting 59 fps in timedemo demo 01. I am also considering another mobo because of a bug getting the one I have to run at over 900MHz in Win98 or WinME. If I get Windows loaded, it runs fine, but hangs on the background to the desktop while loading normally. I had a work around with Win98, but it disabled my joystick which I wont give up. Currently running at 850MHz, can do 1Ghz stable (once booted). Is another mobo worth considering? I was thinking of an Abit w/ RAID since I have 2 20.4 gig maxtors (one is only 5600rpm). I don't notice any gaming improvement from 800Mhz to 1Ghz, so I don't need something that improves cpu performance, I'm mostly concerned about speed for gaming. Any advice appreciated.

Well just like you have said. The frame rate is limited by the video card. Your machine will only run as fast as the slowest component in your PC. If you are only concerned about gaming performance consider upgrading your video card before your ram / mobo.
