If I take my AGP bus up to 75MHz, will that increase the clock speed of my video card (Radeon 9700)?

No, not siginificantly. There were some tests back in the day of the GF1/GF2 where overclocking the AGP bus was necessary on the 440BX motherboard with "B" P3 CPU's, and apparently there was some performance benefit of an overclocked AGP bus, but right now all overclocking the AGP bus does is make the video card run a bit hotter, and possibly decrease stability if your card can't handle it (generally, nVidia cards cope with a higher AGP speed better than ATI ones).

;) Yeah. There isn't really a need for more than the std AGP4x @ 66mhz (66x4=266mhz). The gains of o/c'ing the AGP come mostly from o/c'ing PCI & FSB. Since you are running a Rad9700 it might give you a little more speed but I doubt you'd notice the diff, AGP8x (8x66=533mhz and your 75x4=300mhz) really isn't necessary.
